By presenting a sufficient number of case studies and contrastive analyses of language oral test samples from home and abroad,the present paper explores the implication and applicability of the foreign language evaluation theories and practices.It is mentioned that interest and performing ability are not only the primary school oral English language teaching criteria,as should be the pupils＇ comprehensive English language using ability,which includes not only language knowledge and skills,but also thinking and expressive power.According to the characteristics and functions of oral English,developing oral English skills means cultivating the students＇ multi-dimensional ability of dividing meaning groups and expressing the meanings and emotions which oral English evaluation should focus on.
