经济危机中化解地方财政困境已成当务之急

全球性金融危机使我国经济遭到严重打击,增加了我国整体财政运行的困难。作为政府体系重要组成部分的地方政府,其财政的有效运行是对一国整体财政质量的重要保障,94分税制后我国地方财政困境已是不争的事实,当前的经济形势又进一步加剧了地方财政的危机,作者认为,研究如何化解地方财政困境问题已成当务之急。

World-wide financial crisis has made government's function in managing economy a highlight and under such a situation government should play an active role and tide over the crisis by visible means.Chinese government should apply economic laws and help Chinese enterprises in solving their problems.In the author's view,Chinese government should take some measures in rejuvenation,security and reform.
