Energy is not only the lifeline of the city＇ s economic development, but also the important guarantee of developing the national economy and raising people＇ s living standard. China is a developing country which is undergoing the industrialization and urbanization development process. In this process, the resource - based cities are facing with a series of problems which are needed to be resolved. Considering energy safety, the resource - based cities must build energy - saving industry structure basing on the scientific development view, so as to guarantee the healthy development of the urban economy.
