中国经济学的发展联系于中国独特的发展模式,而中国发展模式离不开制度转型。中国经济学研究的核心是制度转型的内在规律,转型持续深入的过程也就是转型规律被逐渐认识的进程。中俄之间的转型比较,给我们提供了重要的认识线索,依此可以进行命题式归纳,以期揭示制度转型内含的规律。中国关注的是转型目的、转型过程、转型动力以及转型绩效评价的适应性效率;俄罗斯则关注的是转型目标,既忽视了转型过程,也忽视了转型动力,转型绩效也是以资源有效配置效率高低为标准的。这反映的是对制度转型本质及其转型规律的认识偏差,正因此,才会有差异显著的两种改革效果。

The Chinese economics study focuses on the inherent law of the institution transformation; and the sustainable, in--depth process of transformation is one that can only be recognized gradually. The eomparison of the transitions between China and Russia provides us an important elue to the understanding. That is, China is concerned with the transition goal, the.;roeess, the driving force for restructuring, and the efficiency of adaptability. Russia is more interested in the restructuring goals, which have ignored both the transition process and power transition, even though the performance aims at a similar resource efficiency standard. This reflects the difference in the essence of institute transformation and in the knowledge of the transition law, which results in two rather different reform outcomes.
