关于区域精神卫生发展的若干思考

Considerations on the development of regional mental health

思考从什么角度、何种策略与方法去完善精神卫生服务体系,是当前卫生改革中探索区域精神卫生服务体系建设的一个命题。基于精神疾病的独特性,精神卫生涉及面广,对健康的负担大,具有社会负外部性特征;临床与公共卫生的融合,发展以社区为基础的精神卫生,是卫生改革的基本策略;动员全社会共同参与精神健康促进,形成一个"识别在社区,诊断在专科机构;急性期及危机稳定治疗在医院,持续控制、康复在社区"的服务模式,应成为卫生改革中的共识。

Consideration on how to perfect of the mental health service system, it is a proposition during health reform to explore the regional mental health system. As mental disease has its unique and wide spread, which cause great burden on health and also has the features of negative social externality. The basic strategy of health reform is the integration of clinical medicine and public health, it is necessary to develop the essential mental health in the community; and it also need to mobilize all the social participation on mental health development. It need to establish a standard service model, which means ＂ Identity at the community, diagnosis at professional institution, treatment at the hospital, and control, rehabilitation at the local community. This service model shall be known by all the social during the health reform.
