摘要
县级国土资源管理部门作为我国国土资源管理的主体,一直面临着人才短缺的问题。本文通过实地调查、参观、座谈、问卷、电话访问等形式,系统分析了我国县级国土资源管理部门人员构成现状,并针对该级国土部门普遍存在着人员队伍年龄老化、专业技术人员比例低、在职培训少、知识更新速度较慢等问题,提出我国高校的土地资源管理本科专业应以这些部门的工作需求为指导,突出学生计算机、测绘技术、法律、管理等方面知识的培训,同时建议国家提供相关的政策支持,鼓励大学生到一线工作,逐步改善我国县级土地资源管理部门人才缺口问题。
Land Resources Management Branches in County Level are the cores for the national land resources management in China.This paper investigated the present situation of professional talents within the branches in county level by using investigation,visiting,group discussion and questionnaire surveying methods.The results indicate that the branches of land resources management in country level generally have serious problems of the professional talents,such as the aging of major troop,low specialized technical personnel proportion,slower speed of on-the-job training and knowledge renewal.Therefore,considering the work demands of these department,the specialized colleges and universities with land resources management undergraduate courses,should strengthen the knowledge training of computer sciences,mapping,law,management.Simultaneously,our country should make correlation policy to encourage the university student working under county level to improve the talents demand situation gradually.
