中国地质大学(北京)能源学院贯彻落实党政共同负责制度的实践

Practice of Party and Administration Sharing Responsibility System at School of Energy Resources of China University of Geosciences,Beijing

当前高校实行党委领导下的校长负责制,高校院(系)也普遍实行党政共同负责制度。党政共同负责制度产生的时间短,许多规则还未明确,容易在实践中走入误区。调查发现,大部分人对现行的院(系)党政关系还不太了解。笔者经过调查问卷分析、座谈等形式开展研究,结合中国地质大学(北京)能源学院多年的实践经验,深刻剖析了党政共同负责制度的内涵,研究了在贯彻执行党政共同负责制时应该加以注意的问题,为建设和谐的党政关系,贯彻落实党政共同负责制度提出了建设性的建议。

At present,principal accountability system under the leadership of the party committee is carried out by colleges and universities of China.While,party and administration sharing responsibility system has not been defi nite yet,and many regulations have not been made clear.Therefore,the system is apt to be wrongly carried out in practice.According to the investigation and statistics many respondents are not quite clear with the system.The authors carried out the research by questionnaire investigation,informal discussion etc.Based on this,through several years of practice at school of energy resources,the analysis on connotation of the system were made in this paper.Additionally,some points that should be taken care in practice were put forward,and suggestions to the university were proposed.
