“建设高素质基层党组织带头人队伍”是党的十七大四中全会的重大战略部署，必须用“高素质、强能力”的标准选拔“带头人”，而选拔又要有具体化的方法，同时还要建设一种优良的党的基层组织的文化培育他们，使他们健康成长。

It is our party＇s important strategical disposition to construct a team of highly qualified grassroot party organization pace-setters with the standard of high quality and strong capacity, putting forward in the party＇s the fourth plenary sessions of its seventeenth central committee. It is also suggested that the way of selection must be specified and the premium party organization culture should be constructed so as to bring about the heahy growth of those pacesetters.
