群体性事件与公民社会构建

Mass Incidents and Construction of Civil Society

基于公民社会理论对群体性事件进行分析,认为群体性事件频发的基本原因是中国正处于社会转型矛盾凸显期,但根本原因在于中国公民社会不健全,公民组织的匮乏,民众与政府对话平台的缺失;提出构建社会主义和谐社会,防范和治理群体性事件,必须建构中国的公民社会,培养公民政治参与的意识和素质,推进公民政治参与的制度建设,培育和壮大公民组织。

In recent years, mass incidents, which have taken place frequently, have become an outstanding problem in- fluencing the construction of socialist harmonious society. Analyzing the mass incidents with the civil society theory, this paper argues that the basic causes of the frequent occurrence of mass incidents lie in that China is in a social transforma- tion period with prominent social contradictions, featuring imperfection of Chinese civic society, deficiency of civie or- ganizations, lack of dialog platforms between the public and the government. The paper proposes that to build a soeialist harmonic society and to prevent and control mass accidents, it is needed to construct a civic society in China, foster the awareness and quality of political participation for the citizens, propel the institution construction of political participation for the citizens, and develop and expand civic organizations.
