煤矿企业外转供电主要是针对煤矿周围个体经营者、饭店、无楼房个体用户等供用电的管理。由于矿井建设时期历史遗留问题和管理制度不健全等诸多方面原因,煤矿企业担负者部分对外供电的职能,每年必须投入部分人力和物力,电费收缴不及时,安全供电管理难度大。针对安全供电管理和矿井生产实际,提出对外转供电进行清理整顿是必要之措。
