发达国家采用特许经营制度发展收费公路的经验借鉴

Referential Experience of Developing Toll Road through Franchising in Developed Countries

阐述了发达国家高速公路的发展状况,认真研究了发达国家公路建设筹融资的理念、方法和思路,并分析了意大利、西班牙、法国、澳大利亚、日本、美国等国家公路特许经营的特点,在此基础上,提出了促进我国特许经营收费公路的6条建议,主要建议有:适度发展经营性收费公路;逐步建立和完善公路特许经营制度;将政府对公路的投入作为财政补助是缩短收费经营年限或降低公路通行费标准的有效途径;高速公路建设与发展必须与国民经济发展的要求相适应,并适度超前发展;采用较长的特许经营期限;研究制订适合我国国情的特许经营公路的筹融资方式。

The development of state highways in developed countries was described.The idea,methods of road construction financing in developed countries were studied.The characteristics of road franchising in Italy,Spain,France,Australia,Japan,the United States and other countries were analysed.On the basis of the international experience mentioned above,six recommendations of strengthening management of domestic operating toll roads were proposed,including developing operating toll road moderately,establishing and improving the road franchising system gradually,proposing an effective way of taking government investment on road as the financial assistance to reduce toll road operating period or charging level,expressway construction should meet the demand of economic development and lead the development appropriately,using longer franchising period,studying the financing of franchising road suitable to China.
