对中国就业与社会保障关系的思考——兼谈国际金融危机背景下正确处理两者关系

Reflection on the Relationship Between Employment and Social Security in China——Concurrently Talking About Correctly Handling the Relationship Between them Under the Background of International Financial Crisis

就业与社会保障是中国目前面临的最重要的两大民生问题,处理好二者的关系既有助于实现宏观经济的四大目标之一——充分就业,也有利于促进社会保障的健全与完善。在就业与社会保障的关系当中,就业居于核心和主导地位,应当将就业放在优先发展的战略地位。同时,社会保障对就业有重要而显著的反作用,主要体现在对劳动力需求、劳动力供给和劳动力资源的配置效率等方面。总之,就业与社会保障的关系可以归结为互促互制、辩证统一、效率与公平、发展与稳定的关系。最后,对金融危机背景下正确处理中国就业和社会保障的关系提出了几点建议。

Employment and social security are two most important issues on people’s livelihood which China is facing at the present.To manage to deal with the relationship between employment and social security can not only help to realize full employment which is one of the four objectives of macroeconomics,but also do good to the soundness and perfection of social security.In the relationship between employment and social security,employment plays a central and leading role,and we should give strategic priority to the development of employment.At the same time,social security has important and remarkable reaction on employment mainly in terms of labor demand,labor supply,and the allocation efficiency of labor,and so on.In conclusion,the relationship between employment and social security involve the following： mutual promotion,dialectical unification,efficiency and equity,development and stability.Finally,proposal is put forward to handle the relationship between employment and social security properly under the background of the international financial crisis.
