"广义首位度"概念的提出克服了传统首位度理论存在的局限性,从城市规模、经济实力、城市功能等方面评价首位城市发展水平领先于区域内其他城市的综合程度,在此基础上构建中心城市首位度评价体系。通过对山东省城市首位度的评价分析以及山东省首位城市及其关联度的判定,青岛首位度优势并不突出,需采取加快现代化国际城市步伐、解决城市规模优势不突出问题、提高产业关联效应、增强首位城市的集聚辐射力、促进区域一体化等措施提高青岛城市首位度。

The theory of Broad Primacy Index is an evaluation system to evaluate the comprehensive degree of urban primacy to the other cities in a region from the city scale, economic strength, and urban function. It overcomes the limitation of traditional primacy index theory. From the evaluation and analysis about the urban primacy index of Shandong province and the judgment of correlation degree, we got that the advantage of Qingdao primary index is not prominent. In order to improve the primary index of Qingdao, we should accelerate its step of modern international city, solve the problems in city scale, prove the correlative effect among industries, enhance the agglomeration radiation force of primary index, and promote the regional integration.
