试论我国高教收费政策模型的优化——基于混合扫描模型的视角

The discussion on the optimizing of our higher education charge policy model——from the view of mixed-scanning model

混合扫描将两种根源性决策模式—理性决策与渐进决策互补,因而可以运用其研究我国高教收费政策,以求决策模式的优化。研究表明,我国高教收费政策基于理性,符合"经济人"行为特征,但也显示理性的缺失,主要表现在收费立法制度体系薄弱、成本核算缺乏合理标准等层面;我国高教收费政策也具有渐进的特征,但渐进决策所要求的多元、民主参与听证等机制尚不健全。建议加强高教收费的立法建设及成本的理性核算,从健全价格听证等制度建设方面入手,加强资助,落实教育公平,以推进我国高教大众化顺利进行。

Mixed-scanning model can be applied to our higher education charge policy and can be used to optimize decision-making mode as it can make rationalistic approach and progressive decision-making approach complement each other. The result shows that our higher education charge policy is based on the rationalistic approach and matches the behavior characteristics of ＂Economic Man＂, and while the result shows that there also exists the deficiency of rationality, which mainly displayed in its weakness of charge legislation system and costing lack of reasonable standards; meanwhile, the result shows that our higher education charge policy featured with a progressive characteristics, but the multi-type, democratic participation in hearings which decision-making approach requires is not sound. So the suggestion is that we should strengthen law construction and rational costing of higher education charge, and from the system construction of a sound price hearings, we should strengthen the support, emphasize equality value in order to promote the smoothness of China＇ s popularization of higher education.
