当前我国经济发展、社会发展和制度建设均为国民休闲战略的出台和实施奠定了良好基础,但由于国民休闲战略的全民性、公共性和外部性,涉及到社会公共资源的有效和公平配置、企业与员工利益关系的博弈和协调、不同阶层收益和付出的统筹考虑等一系列复杂问题,战略实施中也将面临多种潜在风险和障碍。着眼于国民休闲战略政策制定提供借鉴和启示,系统分析了国民休闲战略实施可能产生的直接和间接的社会成本、企业成本和个人成本,直接和间接的社会受益、企业收益和个人收益,以及实施国民休闲战略可能带来的风险与障碍。

With the socio -economic development and peopleg income increases, as well as the growth of national leisure time, the national leisure has become an important issue of social concern. However, as a national strategy, within the public and external nature, involving in effective and equitable allocation of social resources, the labor - management relations coordi- nation and the benefits adjustment of different social sectors, the implementation of ＂National Popular Leisure Program＂ will in- evitably encounter a variety of potential risks and obstacles. This paper makes a systematic analysis of the whole cost including direct and indirect social costs, business costs and personal costs, and the whole benefit including direct and indirect social benefits, business earnings and personal income, and the potential risks and obstacles of the program implementation.
