浙江省医疗设备招投标问卷调查及其分析

A Survey on Medical Equipment Tendering in Zhejiang Province and its Analysis

目的:评估浙江省医疗设备招投标现状,分析主要存在问题及原因,促进招投标的规范性建设。方法对浙江省业内相关人士进行抽样问卷调查并就结果进行统计分析。结果:目前医疗设备招投标运作满意程度总满意率为74.33%,但仍存在许多问题,如招投标法制化建设相对滞后、投标程序不够规范、招标概念混乱、没有规范的招标管理体制、评标不规范等等。结论:规范操作的法律法规和法律解释尚不健全,宣教不够,监督缺位,加上医疗设备本身的特殊性,使得医疗设备招投标实际运作时问题较多。应加强法规建设、加强医疗设备招投标运行机制建设、加强诚信建设和监督、加快培养招投标专业人才队伍及信息网络建设。

Objective： To evaluate the current situation on medical equipment bidding and tendering in Zhejiang province. To analyze the causes for existing problems and put forward suggestions for improving medical equipment tendering. Method： Questionnaires were circulated among corresponding personals involved in medical equipment bidding and tendering. Data were collected and analyzed. Results： Total satisfaction rate on operation of medical equipment tendering was 74.33% and was considered relatively high. Yet problems are still existed such as law construction is relatively weak and procedures and standards are underplayed etc. Conclusion： Relatively weak and underplayed bidding and tendering law and procedures plus the special features of medical equipment itself contribute to the current existing problems, and countermeasures of building a disciplined yet practical bidding system are put forwarded.
