国营农场管理体制下村委会职能定位的探讨——以辽宁省盘锦市L村为例

Study on Functional Position of the Villagers' Committee Under the Management System of State Farms

以辽宁省盘锦市L村为例,采用调查研究方法,对国营农场管理体制下的村委会职能及其相关方面进行探讨,研究结果表明,国营农场管理体制下的村委会职位设置情况比较特殊。国营农场管理体制决定了村干部出现上级委派的可能性比较大。国营农场管理体制下的村委会在经济职能、农场管理和精神文化职能方面能够发挥带头作用,但是也存在一些运行问题。因此,国营农场管理体制下的村委会应该紧密结合时代形式,明确定位,真正成为农场经济建设中的带头人、农场管理中的协调者和农场文明新风的引导者,最后提出了保障各项职能充分发挥的主要措施。

With L Village of Panjin City in Liaoning Province as an example,the functional position and relevant aspects of villagers＇ committee under the management system of state farms were studied by survey research methods.The results showed that,under the management system of state farms,the posts of villagers＇ committee were special and the possibility of village leaders being appointed by a higher level authority was relatively large.The villagers＇ committee under the management system of state farms could play a leading role on the economic development,farm management,and spiritual and cultural activities,but there were some operational problems.So the villagers＇ committees should have a clearer position in keeping pace with the advance of the times,and truly become a leader in economic construction,a coordinator in farm management and a guide in farm civilization.The measures of guaranteeing its various functions to give full play were also specifically pointed out.
