天津市卫生资源配置状况及公平性研究

Studying the Status of Health Resources Allocation and Its Equity in Tianjin

目的:分析天津市卫生资源配置状况及其公平性,为卫生资源配置提供决策依据。方法:Lorenz曲线和Gi-ni系数等方法。结果:卫生机构、床位、卫生技术人员的人口Gini系数分别为0.2231、0.3350、0.3354,地理Gini系数分别为0.6032、0.7412、0.7315。结论:天津市卫生资源总体较为充足,但落后于全国主要大城市,需进一步加大投入;人口公平性优于地理公平性,需解决城乡卫生资源配置的差距;卫生机构配置公平性优于床位和卫生技术人员公平性,需对卫生资源进行结构性优化。

Objective：To analyze the status of health services resources allocation and its equity in Tianjin,and provide decision-making reference for the health services resources allocation.Methods：Lorenz curve and Gini coefficient were applied.Results：For population distribution,the Gini coefficients of health institution,sick bed and health professionals were 0.2231,0.3350 and 0.3354,respectively.For the geographical distribution,the Gini coefficients were 0.6032,0.7412 and 0.7315,respectively.Conclusion：There have sufficient health resources in Tianjin in general,but less than other major metropolis nationwide,which means that more input is needed.Population equity is better than geographical equity,so the disparity of health resource allocation between rural and urban areas need to be eliminated.And the equity of health institution is better than that of health professionals and sick bed,so health resource needs to be structurally optimized.
