“两会”前夕，作为公立医院改革总纲的《关于公立医院改革试点的指导意见》正式出台，“坚持公益性”与“调动医务人员积极性”成为两个最重要的改革方向。而温家宝总理在今年“两会”的《政府工作报告》中，也再次予以重申。
