摘要
医院的公益性质,决定了其组织目标为社会责任最大化,医院提高效率是以不加重患者经济负担为前提的。因此挖掘医院内部潜力,充分利用现有医疗资源,通过各种途径和管理方法提高医院效率已成为当前各医院面临的重要工作之一,建立缓冲病床的目的是为解决患者在某时段的大幅度波动而引起医院资源利用不能充分优化和医院经济效益降低的问题而提出的。
The commonweal nature of the hospital determines that its organization goal is to maximize social responsibility, and the increase of hospital efficiency should not aggravate the economic burden on patients. So, it is necessary work for each hospital to explore the hospital internal potential, make full use of existing healthcare resources, and improve hospital efficiency through a variety of ways and management methods. The purpose of establishing buffer beds is to resolve the issue that hospital resources can not be fully optimized and hospital cost-effective is reduced, due to the substantial fluctuation of patient number.
