我党提出了"党委领导、政府负责、社会协同、公众参与"的新时期社会管理格局,在这一社会管理格局中,公众参与是基础,其基础性作用主要体现在三个方面:即制约政府权力,实现良好而有效的治理;内化政治观念,实现社会和谐;体现公共利益,实现社会公平正义。

our party put forward the social management pattern in the new time,which includes ＂ Party committees are leaders,governments are responsible,the society should coordinate and the public should participate＂.In this social management pattern,public participation is the foundation.Its basic role is mainly reflected in three aspects ： it restricts government power to achieve a good and effective governance;it internalizes political ideas to achieve social harmony;it reflect the public interest to realize social fairness and justice.
