中国传统行政伦理:范畴展开、学理基础与形下落实

The Chinese Conventional Administrative Ethics:Core Category,Doctrinal Basis,and Practical Means

中国传统行政伦理,可以从三个方面进行理论解读。一是,中国传统行政伦理借以展开的核心范畴呈现出一个同心圆的结构,即"德治"为核心,"仁政"与"礼治"为中间层,"忠勤廉诚"为外围的三维结构。二是,中国古代先贤从"内倾"与"外倾"两个角度,探讨了中国传统行政伦理规范的学理基础,即"君权天授"与"本心良知"。三是,中国传统行政伦理规范走向现实,必须表现出可操作性的路径,即礼制、教育与理想人格三个环节的引导。

We can have theoretic analysis on the conventional administrative ethics from three aspects.First,Chinese traditional administrative ethics presents three-dimensional structure with the ＂rule of virtue＂ as a core while the ＂benevolent＂ and ＂ceremony gover nance＂ in the middle and the ＂loyalty,diligence,probity,faith＂ in the outer.Second,Chinese ancient scholars probed the doctrinal basis of the Chinese conventional ethic criterion from two points of view of ＂internal＂ and ＂external＂.Third,there must be practical means for guiding the Chinese conventional ethic criterion to practice.That is,we should follow the three aspects：etiquette,education and ideal personality.
