摘要
从利益多元背景下来分析,政府官员也成为一大利益主体,具有正当的利益诉求;在我国目前的现实情况下,一些政府官员存在着通过权力而追逐不当利益的现象。政府官员角色错位与我国长期的官本位思想有关,与我国市场经济条件下权力的约束力、透明度不够有关,与我国传统文化中的重人情、讲关系有关,与官员自身的人生观、世界观、道德修养、党性修养、心理状况有关。防止政府官员角色错位需要重新定位政府官员角色职能,建立健全角色考核机制,改革探索角色选任机制,确保政府官员角色正当利益。
Government officials could be regarded as an interest group since it has reasonable interest requirement under the background of multi-interest society. In China today, some government officials pursue improper personal interest by utilizing the administrative power in hand. Such kind of role-misplacement has something to do with social cultural factors as well as individual quality, which including government-leader oriented value embedded in history, the lack of supervision and transparency towards power in market economy, the matter of "face" and "Guanxi" carrying in traditional culture, and also the value together wish psychological status of individual government official. In order to prevent the role-misplacement of government officials, four systematic measures are suggested, such as to re-define the function of role, to develop role-evaluation, to explore role-election and to guarantee the reasonable interest of government officials.
