现制度框架促成了地方政府行为的"悖论性后果":行政性分权式改革赋予了地方政府推进本地市场化进程的历史使命,使其不适当地扮演了市场主体的角色,成为中国市场化进程继续深入、规范和成熟的障碍;但同时这种制度安排使地方政府与中央的关系发生了变化,两者从计划经济下的纯粹的行政服从关系发展到市场语境下的对策博弈关系。从某种意义上说,"悖论性后果"给中国政治制度的发展带来不可忽视的影响,而这正是实现治理所必须的一步,也是我们之所以要进一步深化改革的理由和前提。而改革的目的就是要不断剔除悖论的"负果",呵护"正果",再修"新果"。因此可以这样认为,现制度框架既为地方政府治理设置了制度障碍,同时也为地方政府拓展了治理的可能的空间。
