This paper introduces the rise of the background of literature bidding in university libraries, analyses some shortcomings and deficiencies exist in current literature bidding and evaluation processes. Then investigation and study is made by using Delphi method. Finally a guiding literature bidding evaluation system is set up through making sure the elements, weight ratio and evaluation standard.
