黑龙江省农垦低碳经济发展战略思考

Research on Low-Carbon Economy Developmental Strategy of State Farms of Heilongjiang Province

自2003年英国首次提出"低碳经济"概念之后,发展低碳经济逐步成为全球共识。哥本哈根会议之后,低碳经济极有可能成为"第四次工业革命"。中国决定到2020年要实现单位国内生产总值CO2排放比2005年下降40%～45%,2050年建立起低碳发展格局,在维护第三世界发展权和承担自己的国际义务方面走在世界的前沿。黑龙江省农垦作为国家的重要战略版块,应责无旁贷地抢占低碳经济战略制高点,为实现国家的整体战略目标发挥应用作用。文章规划了黑龙江省农垦的低碳经济发展战略和总体布局,提出了具体的发展对策。

Since UK Energy White Paper： Our energy future-creating a low carbon economy 2003 was first put forward, developing low-carbon economy gradually builds up common understanding in the world, so that low-carbon economy perhaps becomes ＂the fourth industrial revolution＂ after UN Climate Change conference in Copenhagen. China staged the construction of a resource-saving and environment-friendly society in 2007 and was expected to realize by 2050 a low carbon development, featuring low energy demand and carbon dioxide output, which stands at the cutting edge of the world in safeguarding the third world development sovereignty and turning its hand to the international obligation of energy saving and emission cutting. Being the important strategy board of China, state farms of Heilongjiang Province should focus on snatching the strategic commanding point of low-carbon economy and play a very important role in the overall strategic goal of China. The paper planned the low-carbon economy development strategy on state farms of Heilongjiang Province, and put forward corresponding development countermeasures.
