"环境建设样板城",是具有国内领先的环境理念、管理制度和环境标准的资源节约型与环境友好型城市,需要树立以服务行政为基础的绿色政府的执政理念。绿色政府以科学发展观为指导,以努力发展循环经济,实现政府管理的绿色转型为主要内容。其主要制度包括:环境决策机制、绿色采购制度、绿色问责制度、公众参与制度。
Environmental model city is a national leader in environmental philosophy, management systems and environmental standards. And it is also a resource-saving and environment-friendly city. So it is essential to establish a service-based concept of green government. Green government should be built on the concept of scientific development. Green government makes effort to develop recycling economy and green transformation of government management. The main systems include： environmental decision-making mechanism, green procurement system, green accountability, public participation.
