市域主体功能区划的理论与方法——以宁夏银川市为例

THE THEORY AND METHOD ON THE MAIN FUNCTION DIVISION OF MUNICIPAL ADMINISTRATIVE AREA:A CASE OF YINCHUANG

市域是我国行政区划体系中的重要组成部分,也是区划调整的重点领域。区划调整所涉及的政治、经济、历史、地理、人口、民族、文化、风俗、资源、环境、发展潜力和发展愿望等因素也是主体功能区划评价的重要影响因素,因此市域本身就是适应经济社会发展"主体性"要求的产物。立足于市域的空间尺度进行主体功能区划,有助于发挥其在行政结构体系中的作用,能更好解决区划中的"边界"问题,增强"功能类型区"空间管制政策的针对性和灵活性。借用承载力的理念,通过状态空间法构建主体功能指数,并据此以银川市为例对市域主体功能区划进行了尝试性识别研究。

The main functions divisions on the municipal administrative area spatial scale, will be helpful in the administrative structure to play the role of the system, better address the division of the ＂boundary issues＂, and enhance the ＂types of functional areas＂ofthe targeted space control policy and flexibility. In the article, based on the concept of capacity, the main function index is established through the state space method, and thus the index, taking Yinchuan City as an example,is applied to indentify the area called ＂hard-indentified zone＂.
