南充市城乡基础教育均衡发展与资源配置问题分析

南充市城乡基础教育资源配置在人、财、物等方面都呈现出巨大差距，严重影响了教育公平。其主要原因在于“分级办学”的城乡二元教育投资体制下“城市中心”取向的资源配置政策和现行教育投资管理体制的诸多问题。为此，必须统筹城乡教育，实施农村教育优先发展战略，加强立法督导，保证在投资结构上向农村教育倾斜，并促进教师有序流动，城乡师资均衡配置。

Urban and rural basic education resource allocation to people; finance, and materials has emerged as a huge gap in Nanchong City. The main reason is that ＂graded school＂ in urban-rural dual system of education investment ＂City Center＂-oriented resource allocation policies and the existing management system of investment in education. So, we must balance urban and rural education, carry out the strategy of education development priority in countrysidestrengthen the legislative supervision, ensure that the investment structure tilted to the rural education and promot the orderly flow of teachers and balanced allocation of urban and rural teachers.
