摘要
本文在借鉴欧盟和美国二氧化碳减排标准的基础上,结合中国的实际情况,指出我国今后在制定具体减排目标时应考虑的关键因素,同时根据循环经济的原理提出我国温室气体(主要为二氧化碳)减排的具体措施。
Combined with the actual conditions of China, this paper proposes the critical factors that need considering when we start to lay down specific emission reduction target on the analysis of the relative criteria of EU and United States. Besides, this paper also raises concrete measures of greenhouse gas emission reduction according to the frame work and principle of recycle economy.
