现行科技政策体系与ICT自主创新企业反馈研究

A Study on Current Framework of Science and Technology Policies and Responses from Enterprises Involving in Indigenous Innovation in ICT Industry

科技政策体系是构建创新型国家的重要推动力,因此科技政策实施效果的评价是值得广泛深入研究的问题。与过往经济学视角的科技政策回顾和效果分析不同,本文聚焦于企业对科技政策的认知和反馈。我们围绕《国家中长期科学和技术发展规划纲要(2006——2020年)》配套政策,针对ICT行业的16家企业进行的半结构化访谈,深入讨论了ICT行业企业对现行科技政策体系的知悉程度和主要需求,并对目前政策体系中的薄弱环节及成因进行了初步探讨。

Since the policies framework of science and technology is the basic force for construction of an innovative country, evaluation of the performance of the policies has been one of the important research issues. Differ from the studies on the economic perspective, this paper focuses on the perceptions and responses from innovative enterprises. We conducted a series of half - constructed interviews in 16 ICT enterprises for analyzing their opinions to the related policies based on ＂The Outline of National Medium and Long - term Science and Technology Development Plan （2006 -2020） ＂ and mainly policy requirement. The weakness of current policies framework and its cause are also discussed in the paper.
