Survival and development is the common task which manufacturing industry is being faced with.This paper discusses the content of ITQC and several problems how to strengthen scientific management in order to promote ITQC, and it brings forward the viewpoints that the fundamental way out for survival and deveioprnent of manufacturing industry lies in ITQC.
