长三角大学科技园与地方经济融合发展特征与问题研究——兼论长三角地区经济发展方式转型

Characteristics and Problems of the Convergence of the University Science Park and Local Economic Development in China’s Yangtze River Delta Region

长三角地区大学科技园经过近20年发展,已成为区域重要创新与孵化基地,引领区域产业升级。实地调查上海杨浦、南京鼓楼、杭州江干三区国家大学科技园,并结合国家大学科技园发展报告,经综合分析发现:长三角大学科技园与地方经济融合发展的基础较好但融合进程慢,目前仍处在融合初级阶段;且"孤岛效应"、"围墙现象"严重;溢出作用较弱、经济带动不明显等严重问题。基于此提出长三角大学科技园战略定位与运营方式、科技园与地方融合发展思路等战略转型策略。

The University Sci. Parks（USP） has been in existence for over 20 years in Yangtze River Delta Region. It became the important innovation and hatch bases, and promoted the industrial’s upgrade and the reform. Through investigating USP of Yangpu, Gulou and Jianggan, and reviewing the bulletin of the China’s national USP, we found that the inosculation of USP and local development had a better but slower progress＂,the isolated island effect＂ and ＂the fence phenomenon＂ also existed, the problems that weak overflow function and unobvious economical impetus and so on were serious. At last, we proposed the tactics on strategic reform including the localization and management mode of the USP, and the mentality for the integration development of the USP and local and so on.
