摘要
建设用地指标分解是土地利用总体规划中十分重要的内容。合理分解建设用地指标能够引导城镇节约、集约用地,有利于城镇社会经济发展。通过论述上一轮规划建设用地指标分解存在的问题,提出在新一轮规划中运用层次分析法和熵权法确定分解权重,并建立指标分解模型对枣阳市净增建设用地指标进行分解,从而提高土地利用总体规划的科学性、权威性和可操作性。
Distribution of construction land quota is one of the most important contents in the overall land use planning, and a reasonable allocation of land quotas for construction is conducive to the scientific development of towns and cities as well as to the intensive use of land. Based on the discussion on the limitation of construction land quota distribution in the last overall land use planning, this paper recommends a new means for determining the proportion based on AHP and Entropy Method and distributing the net added construction land to the lower level towns so as to improve the scientificalness, authority and maneuverability of the new land use planning.
