统筹城乡发展 加强水利建设

Water project construction for integrating urban and rural development

根据国情并结合调查实例,概述了统筹城乡、城乡一体化发展与水利建设的关系。今后水利工程建设管理要与城乡结构变化、人口流动趋势、产业结构调整、发展方式转变和生态环境改善相适应。水利行业总体上说具有两重性,对公益性事业和经营性产业,一是要并重,二是要结合。要辩证地认识和处理好政府与市场的关系,运用好政府行为和市场机制两个抓手,增加投入,加强管理,提高效益。

Integrated development of urban and rural areas and relationship between urban and rural development with water development arc discussed, on the basis local conditions and typical examples. Consideration should be given to changes of urban and rural layout, population movement, adjustment of industrial pattern and changes of development mode and eco-environment in water project constriction in the future. Effective management measures should be applied to two types of water projects, i.e. public-oriented and profit-oriented, by means of balancing the power of government and introduction of market and competition, so as to increase project benefits.
