政府救助城市新移民措施之绩效考评分析——以成都市及周边地区为例

On the Performance Appraisal of Government-aided Measures for Urban New Immigration:A Case Study of Chengdu and its Surrounding Areas

城市新移民群体是伴随着城市化的发展而出现的一个特殊的弱势阶层,政府对他们的救助措施的绩效直接关系到我国和谐社会的建设,也是衡量我国社会保障政策完善与否的一把重要标尺。以成都市及周边地区为例,政府在社会保险救助中的进行程度最高,其次是技能救助,医疗保障救助和司法安全救助居于第三位,其后依次是失业生活救助、教育救助和住房救助。政府的救助行为与力度所产生的作用均没有达到城市新移民实际所需求的程度。政府应当在量力的前提下根据城市新移民对各救助事项的需求迫切程度,遵循先主后次的原则实施分阶段、分层次的救助保护行动。

New urban immigrants are a specific vulnerable group who go with the development of urbanization;the performance of government’s relief is directly related to the construction of a harmonious society in China.And it is also an important yardstick of measuring whether or not China’s social security policies are perfect.Based on the survey of Chengdu and its surrounding areas,this paper argues that the government’s participation in the assistance of social insurance ranks first,the second is skills assistance,and the third is medical care assistance and judicial security assistance,followed by is unemployment assistance,living assistance,education assistance and housing assistance.However,the government’s participation has not met the demand of the city’s new immigrants.The government should,by the degree of urgency of various relief items,implement the assistance and protection operations in phases and levels.
