摘要
分析了辽宁省教育失衡的深层次原因,认为这是与优质教育资源特别是优质教师资源不能保证密切相关的,因而探索优化配置教师资源模式是实现义务教育均衡的发展的重要保证。该文就义务教育阶段教师资源配置与流动原因分析;实现义务教育均衡发展的教师资源合理配置的条件;均衡发展的义务教育教师资源优化配置的政策模式等问题予以探讨。
Deep-seated reasons for unbalanced education are closely relevant to not enough high qualified educational resource, especially high qualified teacher resources. Exploring the optimization of teacher resource mode is an important guarantee to realize the balanced development of compulsory education. The teacher resource configuration and flow causes of compulsory stage are analyzed. The conditions and policy modes to realize balanced teacher resource configuration in compulsory education are discussed.
