A General Review of Zhou-Hongmo's About Refugees

针对明朝中叶严峻的荆襄流民问题,周洪谟作《流民说》,大胆突破祖宗"山禁",提出仿东晋侨置郡县之法安置荆襄流民。朝廷在安置流民失败后最终采纳其说,并派原杰等人组织实施,取得了稳定一方的效果。

In view of the serious issue of Jing-Xiang refugees in the middle of the Ming Dynasty,Zhou Hongmo wrote the bold essay About Refugee suggesting that government break out of the forbidden mountain and settling refugees by the method of setting districts,prefectures and counties in the Eastern Jin Dynasty.After failing to settle down refugees,the imperial court accepted Zhou Hongmo＇s suggestions and dispatched Yuan Jie et al to carry out these suggestions,achieving the effect of stability at last.
