随着《联合国海洋法公约》进入新一轮修订期,各国都要在2009年5月13日前提交"领海基线声明",用以重新审议岛屿主权。正是这次大规模修订,使得我国南海地区进入主权领土争夺的多发期,如何应对越南、菲律宾等国对中国南海岛礁的侵占,千年来海洋观念的淡薄,成为目前中国亟待解决的问题。
