摘要
新型农村合作医疗(简称新农合)制度,作为农村医疗保障制度的初级形式,是现阶段实现社会公平,保障农村居民基本健康权益的重要形式。通过分析现阶段我国新农合在农民参合、医疗机构体系和新农合制度之间的偏差,提出并论述基于专业学术团体的协作组网络体系在解决这类矛盾中的作用,为新农合制度决策和相应的医疗体系的构建提供新的思路和理论基础。
New rural cooperative medical system,a primary form of rural medical security system,is an important pattern for realizing social equity and ensuring the basic health rights of rural residents. Through analysizing the deviation between current participation in new cooperative medical system and new rural cooperatives medical service policy,this article puts forward the role of professional academic organization based cooperation group in solving the contradiction,providing new mentality and theoretical basis for constructing suitable medical structure system of new rural cooperative medical system.
