原油贸易计量需要执行的国家标准和石油行业标准较多,对于江苏油田原油外销点多、销售批次多、批量小、计量操作人员多,以及标准执行难度大的实际情况,制定和实施原油贸易计量企业标准,可以起到使有关国家标准和石油行业标准系列化、具体化、简明化,又可以对有关标准进行细化和补充,进一步提高标准的操作性,同时对有关标准的宣贯和实施带来便利,达到化解企业双方的计量风险,确保原油贸易计量数据的准确性和公正性效果。
