Establishment and application of safety assessment system for light and textile consumer goods

建立了轻纺消费品安全评价体系,运用层次分析法将该安全评价体系的6大要素和29个指标的主客观信息进行量化计算,计算出对轻纺消费品安全评价有主要贡献的关键要素和关键指标,关键要素为政府机构和企业,两者贡献最高且相同,政府机构的关键指标为法律法规和标准,企业的关键要素为企业信用度。在轻纺消费品安全评价体系的基础上,统计专家意见,运用层次分析法,计算出口轻纺消费品安全评价指数和安全评价5个级别的阈值和等级,并给出了相应的警示色带。根据层次分析法计算轻纺消费品的安全评价指数,并结合出口消费品安全评价等级,得到其安全评价结果,研究结果表明,我国出口纺织服装、鞋类和食品接触材料处于临界状态,显示黄色;而儿童用品处于不安全状态,显示棕色;玩具处于危险状态,显示红色。我国出口轻纺消费品安全评价整体上处于临界状态下端,距离安全的绿色状态还有一定差距,这与欧美市场对中国产轻纺消费品召回案例所涉及的产品分布相吻合。

A safety assessment system for light and textile consumer goods is established by using Annlytic Hierareh process （AHP） and calculated 6 essential elements and 29 indexes information subjectively and objectively of the safety assessment system with key element and index contributing mainly to the safety assessment for light and textile consumer goods worked out. The key elements are government organization and enterprises which make outstanding and same contribution to the safety assessment. The key index of the government orgamzation is laws, regulations and standards whilst the key element of the enterprise is the credit of the enterprise. Base on the safety assessment system for light and textile consumer goods, the safety assessment index and five grades of threshold value for export light and textile consumer goods is calculated through statistician consultation and by using the AHP, and correspondent warnings are given. The calculated safety assessment index for light and textile consumer goods combined with safety assessment level for the export consumer goods leads to a safety assessment. The research result shows that, the export of Chinese textile clothes, shoes and food contact materials are at a critical state, marked yellow while children~ appliances are at a state of unsafe, marked brown, toys are at a dangerous state, marked red. The whole safety assessment for the Chinese export light and textile consumer goods is at the lower part of the critical state, there is still a gap to safety green state, which closely meets the distribution of recalls of Chinese light and textile consumer goods from European and American markets.
