In light of the requirements of the scientific concept of development and in order to proceed from the actual conditions of Altay,bring about the fundamental transformation of the way of economic development and promote the economic and social development of Altay finely and quickly,we must accomplish the tasks of three breakthroughs in 'new area construction,herdsmen settlement deep processing of preponderant resources',give priority to the increasing of fiscal revenue and the average net income per capita of peasants and herdsmen and ensure good performance of our work in five key fields.
