摘要
建设工程监理组织管理模式在不断发展,文章介绍了几种国际上比较成熟的模式(EPC、Partnering、Project Controlling、PM、PMC、BOT模式)及其特点,指出我国建设监理与国外相比存在的差距和主要问题,提出了加快建设监理与国际接轨的途径,包括研发适应我国的监理模式、增加监理的深度和广度、提高监理费用、多渠道全面提高监理工程师的素质、完善监理工作系统和体系、积极开拓国际市场。
The organization and management modes of construction engineering supervision are evolving continuously.In this paper,several relatively mature modes in the world such as EPC,Partnering,Project Controlling,PM,PMC and BOT as well as their characteristics are introduced.The existing disparities between domestic and international construction supervisions and the main problems are pointed out.The approaches to speeding up construction supervision work in line with international practice are put forward,which include researching and developing supervis ion modes adaptive to China national conditions,increasing depth and width of supervision,raising supervision charge,improving comprehensive quality of supervision engineers by using multi-ways,consummating supervision work system and exploiting international market actively.
