本文根据国内外资料探讨了环境保护投资的合理界限;并通过发达国家研究成果以及黑龙江省“八五”期间环境保护投资和由其产生的环境经济效益,讨论了环境保护投资与经济发展的关系。

The reasonable limitation of environmental protection investment is discussed based on studying domestic and overseas references in this paper.The relations of environmental protection investment and economical development are studied according to research results of developed countries and also the benefits of environment and economy caused by environmental protection investment in Heilongjiang Province in the period of the eighth Five-year plan.
