中国地区间小学教育投入差异影响因素的实证研究——基于财政能力和财政需求的视角

An Empirical Study of Fiscal Decentralization and the Influencing Factors of Educational Investment to Primary Schools——Based on Perspective of Fiscal Capacity and Fiscal Needs

本文从财政能力和财政需求两方面考察影响小学教育投入的诸多因素,通过建立小学教育投入模型分析财政转移支付各种形式对小学教育投入的影响。研究发现,虽然财力性转移支付的均等化效应最强,但由于地方政府缺乏将财力性转移支付用于小学教育的动力,通过法律约束是促使地方政府加大对小学教育投入的有效方式。

This paper built a model of primary education investment so as to analyze the relationship between fiscal decentralization and primary education inputs according factors which influence primary education investment from financial capacity and financial requirements. While the equalization effect of financial transfer payments is strongest, but because of local governments lack motivation to put financial transfer payments to basic public services, laws regulations is effective way that promoted local governments to increase transfer payments to the primary education.
