文化建设具有导向、激励、凝聚和约束作用,因此,在银行业监管作用日益凸显的今天,银监文化建设越发重要。作为具有行政监管职能的部门,依法高效、诚信透明、民主平等、开放创新、科学灵活的文化自然成为银行业监管部门文化建设的首选目标。为此,在银监文化建设过程中,必须循序引导、熏陶思想,整章建制、完善管理,督促落实、规范行为,广泛宣传、政务公开。

Culture has multiple roles, such as orienting, indenturing,cohesion and constraint.So,when the role of banking supervision is growing,the significance of erecting banking supervision culture is getting more important. Because of their administrative supervisory functions, banking supervision department＇s culture should has the following qualities： according to law, efficient, honest, transparent, democratic, equality, open innovation, science and flexible.To build such culture, these measures can be taken to： better the ideological guidance, improving system, supervising the implementation, widely publicity and so on.
