Study on the New Mechanism to Resolve Social Conflicts in China Rapid Transition

当前转型时期,特别是金融危机影响的经济下行使中国长期积累的矛盾进一步浮出水面,隐性矛盾显性化,显性矛盾更加尖锐。在力保经济增长的同时,探索社会矛盾化解新机制、全力维护社会稳定成为党和国家面临的重大现实问题。胡锦涛总书记在十七大报告中就完善社会管理、维护社会安定明确指出,社会稳定是人民群众的共同心愿,是改革发展的重要前提。妥善处理社会矛盾,需要从改革和完善决策机制层面加强对社会矛盾化解机制的研究,健全社会矛盾化解的政府公共机制,创新社会利益的整合机制和利益诉求表达机制,完善政府对社会矛盾化解的调处机制与权益保障机制,推动和完善社会组织的发展,充分发挥社会力量参与调节作用,真正建立社会矛盾化解的多元新型机制。

With the current financial crisis situation, long-accumulated contradictions have emerged, and dominant contradictions become more acute. To explore new mechanisms to resolve social conflicts and putting efforts to protect social stability are the major practical problems facing China government as well as in vigorously protecting economic growth. It is imperative to strengthen the studies on the resolution of social conflicts from the perspective of policy-making improvement.
