成都市农村土地流转存在的问题与对策

Problems and Countermeasures of Rural Land Circulation in Chengdu

成都市是我国较早开展农村土地流转的试点地区之一。文章在总结成都市农村土地流转经验基础上,结合党的十七届三中全会精神,对成都市农村土地流转过程中存在的问题及原因进行了分析,并就进一步推动成都市农村土地流转提出了建议。文章认为产权问题、自愿问题和农民利益问题是促进农村土地流转过程中需要解决的重要问题。

Chengdu is one of the pilot areas of rural land circulation in China. This paper firstly summarizes the experience of rural land circulation in Chengdu, and then analyzes the problems and causes in the process under the guidance of the third Plenary Session of the 17th Communist Party of China Central Committee. The important problems include rural land property rights, expectations and interests of the farmers. Finally, it provides recommendations to regulate the rural land circulation.
