摘要
首先对产业集群创新进行反思,认为集群创新是企业创新"微观过程"植入集群网络"中观结构"的组织间动态学习过程。按照这一逻辑,提出了分析集群创新的NRC框架,即网络(network)-资源(resource)-(地方)能力(capability)。并进一步阐述了地方能力构成与产业集群演进的动态调适特征。最后运用NRC模型分析了三个不同类型的产业集群案例,认为地方能力发展是动态调适的过程且存在"能力演化陷阱"。
the paper rethinks the concept of cluster innovation,and proposes that cluster innovation is a dynamic inter-organizational learning process,the micro-process in the firm-level innovation activities embedded in meso-structure in cluster level.Based on that,the paper outlines an analytical framework of cluster innovation,Network-Resource-Capability（NRC）.And the paper further expounds the dynamic adaptive features between components of local capabilities and the different development phrase of industrial cluster.Finally,the paper concludes three distinct clusters development cases based on NRC model,the results show the local capabilities is a dynamic adapting process and exits also the potential ＇ capabilities evolution strap＇.
